Gvelebiani Law Joins Hogan Lovells in Advising Government of Georgia on Landmark Strategic Partnership

Gvelebiani Law is proud to announce that its Founding Partner participated as a member of the team of lawyers led by global law firm Hogan Lovells, advising the Government of Georgia on a historic strategic partnership with UAE-based developer Eagle Hills.
This landmark agreement, representing an billions of dollars of investment, will transform Georgia’s urban landscape through two major sustainable developments in Tbilisi and Batumi.
The definitive agreements were signed on 22 October 2025 by Mariam Kvrivishvili, Minister of Economy and Sustainable Development of Georgia, and Mohamed Alabbar, founder and chairman of Eagle Hills.
As one of the largest foreign direct investment initiatives in Georgia’s recent history, the projects are expected to create thousands of jobs, boost GDP growth, and significantly enhance Georgia’s real estate and tourism sectors.
Krtsanisi Project, Tbilisi: Over 600 hectares featuring green and recreational spaces, sustainable residential units, retail, and a spa and wellness center.
Gonio Marina, Batumi: A 260-hectare coastal development with a world-class marina, branded residences, luxury hotels, retail, and public parks, positioning Batumi as a premier international tourism destination.
The Hogan Lovells team, supported by Gvelebiani Law, provided comprehensive legal counsel on all aspects of the transaction. The team was led by Dr. Nikolas Zirngibl, Partner (Corporate/M&A, Munich), and included experts across Corporate/M&A, International Arbitration, and Foreign Trade Law.
